Bill graduated from WestPoint in 1966. He served in the US Army from 1966-1970. Bill then attended Purdue University and obtained his MSIA (equivalent to MBA) and his Ph.D. while at Purdue until 1974.
From 1974-1984 he served in the CIA and was appointed as SIS (equivalent to a General). During his final years in the CIA Bill was tapped by the Federal Reserve Board and worked there from 1982-2006.
Bill retired as Sr. Advisor to the Federal Reserve Board and also held many other executive level positions during his tenure. From 2006-2012 he was a Sr. Advisor for the Energy Information Administration, a division of the DOE.
Now and since 2000, Bill has taught Macroeconomics at the University of Maryland. Bill serves as the Chief Economist for the firms ISC.
