This essay discusses how the new Presidential Assistant for Homeland Security, Tom Ridge, must give priority to leading and coordinating his peers, since it is impossible for him to secure direct authority over all of the law enforcement, public health, intelligence and other government functions critical to the success of his mission.

"Fast Track: Options About the Process" discusses possible ways of modifying the Clinton Administration's proposal for new trade negotiating authority while remaining true to the purpose of "fast track": assuring an up-or-down vote, without amendment, on trade agreements authorized by Congress and negotiated by the President. It was presented on February 3, 1998, at a Capitol Hill Conference on Re-Starting Fast Track, sponsored by the Institute for International Economics, Washington, D.C.
