Dr. Hultman is an Assistant Professor in the School of Public Policy at the University of Maryland and Assistant Director of the Joint Global Change Research Institute. His research focuses on international climate policy, decisions about climate risks in policy and investment, and the emerging markets for carbon and greenhouse gases. Other areas include the relationship of risk and scientific uncertainty to climate policy; low-carbon energy technologies and policies; risks in energy technology R&D; and policy mechanisms for adaptation to climate change. His research has been published in Science, Environmental Science & Technology, Global Environmental Change, and Journal of International Affairs. He has participated in the UN climate process for over ten years and has attended and presented at negotiations and advisory sessions.

From 2006-2007, Hultman was a Visiting Fellow at the University of Oxford, affiliated with the Martin Institute for Science and Civilization and the Environmental Change Institute. He was previously assistant professor in the School of Foreign Service, Georgetown University. A former Fulbright Fellow and NASA Earth Systems Science Fellow in climate sciences, Dr. Hultman has also conducted research at Lawrence Berkeley National Laboratory and Goddard Space Flight Center. He holds an M.S. and Ph.D. from the University of California, Berkeley and a B.S. in Physics from Carleton College.
