To focus the resources of the
University of Maryland, in partnership with entities outside the university, to
provide research, education, information, expertise, and analysis of value to
local, state, and national officials, as well as to private and non-profit
organizations, dealing with the full range of issues involving intelligence and
security.
Related Activities:

Research and Analysis.
The Program will seek funding to enable it to perform basic and applied
research concerning the role of intelligence in informing U.S. defense,
security, and foreign policy for the 21st century. Since most of
this research needs to be multi-disciplinary, the Program will draw heavily
on University resources and programs in related and complementary fields, to
include: science and technology forecasting, language and cultural
expertise, biological and chemical security, and security policy and civil
liberties. The Program’s staff will support students and corporate customers in developing and
articulating their needs.

Education. The
Program will perform mutually-reinforcing research and education
activities. Students enrolled in intelligence programs will have the
opportunity to serve as research assistants for Program research projects.
Graduates of the Program will carry an awareness of its
activities with them as they progress through their careers.
The Program
will also serve as a point of contact for the university’s educational offerings
pertaining to intelligence and related security issues. The School of Public
Policy will administer these programs, but programs will contain courses drawn
from a wide range of university departments and schools. Current or planned
programs include:

Master of Public Policy (MPP, specialization in International Security and Economic Policy)
§
Master of Public Management (MPM, with certificate in intelligence
analysis)
§
Certificate in Intelligence Analysis
§
Certificate in Information Assurance
§
Executive Education curricula on relevant topics

The Program will also develop customized certificate and executive
education programs for cohorts of students with similar backgrounds.

Support
to Classified Activities. One of the goals of the Program is to
demonstrate the importance, in the current security environment, of open
source expertise in supporting intelligence analysis shaping the views of
national security decision makers. Consistent with University of Maryland
policy prohibit classified work on campus, the
Program will operate in an unclassified environment, believing that this
best supports discussion of national security issues and innovative
solutions to those issues. That said, clients are entitled to
confidentiality relating to proposed projects and certain categories
(corporate, proprietary information, for example) of information. In
addition, many of the Program’s associates retain national security
clearances and are available to support classified projects, in appropriate
off-campus settings.
