The Office of Executive Programs (OEP), listed as University System of Maryland, qualified to be on the GSA/MOBIS Schedule effective July 16, 2003. Management, Organizational and Business Improvement Services (MOBIS) is a Federal Supply Schedule offered to federal agencies by GSA to provide access to management services, including, but not limited to top management leadership, employee training and recognition, and quality assurance. The contract's effective end date is July 15, 2008.

We are listed under Contract Number GS-10F-0502N, SIN-Numbers 874-1 and 874-4, on several federal procurement websites including GSA Advantage!

OEP delivers service in the following areas:

874-1 Consultation Services:
Clients can employ our consulting expertise and assistance in assessing organizational needs, understanding legislative and executive mandates, complying with policy regulations, and building the capacities of an agency's internal staff to address these issues. OEP has significant experience conducting studies, performing analyses and writing reports. Specifically, OEP personnel have expertise with the Government Results and Performance Act (GPRA), OMB Circulars A-11 and A-76, the President's management Agenda, and individual agency management plans.

OEP's access to a network of outstanding faculty-practitioners allows us to conduct thorough assessments of leadership and management needs and on-going, new, or proposed programs, and to provide clients with detailed analyses of effective alternatives. We work closely with clients to gather progress reports over the course of a project to ensure client satisfaction and the achievement of project objectives. Additionally, OEP conducts quality evaluations and client satisfaction surveys on all of its work.

874-4 Training Services:
The core mission of all OEP training programs is to build the capacities of middle and senior level professionals to more effectively serve their organizations and the public.

The duration of OEP's customized training programs ranges from one-day to week-long sessions, with several programs taking a spaced approach, i.e., offering 8-12 days of training spaced over a three-month time period. Programs are either offered at our facilities or on-site, at the client's facilities. OEP coordinates the delivery of a full-range of program-related services as needed (registration, site management, meals, etc.).
