Jolie Bain Pillsbury

 
     
 

 
Dr. Pillsbury, President of Sherbrooke Consulting, Inc., works with local, state, and federal governments, foundations and other non-profit organizations to design and implement strategies to enable organizations and communities to achieve their desired results. She has thirty two years of experience in the public and private sectors, where she has served as both a consultant and a manager.

She has worked in over 40 states and over 12 federal agencies and departments since 1989. She has been a consultant for fourteen years, the last eleven with Sher­brooke Consulting.

Dr. Pillsbury's experience includes ten years in the Massachusetts De­partment of Public Welfare. Her last position there was as Deputy Commis­sioner. She spent three years in the Texas Department of Public Welfare as a planner for new pro­grams and infor­mation systems support. In addition, she worked for three years as an IBM manage­ment consultant to state and local governments on strategic planning, integra­tion of services and use of informa­tion technology to achieve organiza­tional change.
 

 

 
 

She has worked with executive teams in many organizations to help them define their mission, vision and values. Using this framework, she has then helped them craft strategic plans for implementing their goals. The process she uses is highly participatory and vests the ownership of the results in the hands of the participants.

She worked with state and county government agencies in Alaska , Arkansas , the District of Columbia , Georgia , Florida , Iowa , Kentucky , Louisiana , Maryland , Massachusetts , Michigan , Missouri , Nebraska , New Mexico , New York , North Carolina , Oklahoma , Oregon , Pennsylvania , Tennessee , Texas , Vermont , Virginia , Washington , and Wisconsin .

Dr. Pillsbury has served as a Technical Assistance resource for state-level sys­tems reform efforts funded by the Annie E. Casey Founda­tion, the Edna McCon­nell Clark Foundation, the Danforth Foun­dation, and the Pew Charitable Trust. She also serves as a consultant and facilitator to the Doris Duke Foundation, the Ford Foundation, the Kellogg Foundation, and the David and Lucille Packard Foundation.

Dr. Pillsbury has also worked with executive teams at the Administration for Children and Families, the Bureau of Primary Health Care, the Envi­ron­mental Protection Agency, NASA, the Pension Benefits Guarantee Corporation, the Social Security Administration, the Departments of Education, Energy, Defense, Interior, La­bor, and Transpor­ta­tion. She served as a Senior Consultant for the Council for Excellence in Government, where she worked with approximately 500 government execu­tives Fellows over four years using models developed for benchmarking and leader­ship for results.

Dr. Pillsbury has written and published in the areas of organizational change, public sector leadership, public sector implementation strategies, case management, error reduc­tion, la­bor rela­tions, purchase of service methodologies, planning, and evalua­tion re­search.

She received her Ph.D. from the Heller School of Social Welfare and Policy Analysis at Brandeis University , a Master of Science of Social Work and a Bachelor of Arts degree in philosophy and psychology from the University of Texas.
