Tom Kennedy

 
     
 

 
Tom Kennedy is the Director of the Office of Executive Programs (OEP) at the Maryland School of Public Policy (MSPP). As a lead member of a team of faculty and staff, Mr. Kennedy oversees the development of educational programs for public and private for- and not-for-profit professionals to improve their managerial, policy analysis, and decision-making skills in such areas as public leadership and management, environmental policy, housing policy, labor policy, and public sector finance.

OEP clients include the U.S. Departments of HUD, Defense, Agriculture, and Treasury; the National Institutes of Health; the FDA; the CIA; and EPA. OEP funded research is currently sponsored by the Annie E. Casey, Fannie Mae, and Joyce Foundations; the Pew Charitable Trust; and the Center to Protect Workers Rights. As part of its mission as a state institution, OEP has provided educational support to the Maryland Departments of the Environment, Human Resources, and Housing and Community Development;

 

 
 

and the Montgomery and Anne Arundel County Departments of Health and Human Services.

Mr. Kennedy currently teaches a course on Housing and Community Development at MSPA and has also taught Macroeconomics and Public Finance. He is author of numerous case studies and other teaching materials in housing and community development and is co-creator of the MSPA Case Study Series. He is a co-principal investigator of the Maryland Community Partnership, a university-community partnership program designed to provide education and technical assistance to Maryland communities.

Mr. Kennedy previously worked at the Maryland Department of Housing and Community Development and for Habitat for Humanity. He is a graduate of the School of Public Affairs at the University of Maryland where he earned a Master of Public Management degree with an emphasis in Public Sector Financial Management. He earned his B.A. in Economics and International Relations from The American University in Washington, D.C.
