Mark Friedman

 
     
   
Mark Friedman served as a senior associate at the Center for the Study of Social Policy in Washington , D.C. for four years, ending in December 1995. Mr. Friedman's work focused on policy and financial technical assistance to states, counties and communities involved in family and children's service system reform.

Before joining CSSP, Mr. Friedman served for nearly 20 years in the Maryland Department of Human Resources. Mr. Friedman was the Department's Chief Financial Officer for six years, and ended his service in Maryland as the department's Deputy Secretary for Operations. During this time, Mr. Friedman played a key role in financing and implementing family preservation and other children's services and was responsible for several major federal fund revenue initiatives.

 

 
 

Mr. Friedman has spoken extensively on the subject of financing human service reform, strategic planning and results-based decision making and accountability, and has authored a range of papers on systems reform topics.

Mr. Friedman currently directs the Fiscal Policy Studies Institute in Baltimore . He has spoken extensively across the United States and abroad on the subject of results based decision making, budgeting and accountability, and financing human services reform, and has authored a wide range of papers on these topics, including:
